Full Definition

رَغَّآءٌ Loquacious: or loud in voice: and رَغْوَانُ is [syn. therewith, or nearly so, being] a surname of Mujáshi' the son of Dárim, because of his eloquence, and the loudness of his voice.
2 Also A certain bird, that cries much and uninterruptedly; of the kind called دُخَّل; dust-coloured: its crying is termed رُغَآءٌ : and the pl. is رَغَّاآتٌ.
