فَاتِقٌ [Slitting, rending, &c.].
2 [Hence,] one says, هُوَ الفَاتِقُ الرَّاتِقُ meaning He is the possessor of command or rule, so that he opens and closes, and straitens and widens [or rather widens and straitens].
